Owners do not want to pay to have dogs either certified or euthanised, charities say

XL bully dogs are being abandoned and surrendered by their owners ahead of a ban on the breed because some do not want to pay to have them put down or go through the process of applying for an exemption, an animal shelter has said.
From February 1, only owners of XL bully dogs who have received a certificate of exemption from their local authority will be able to keep them.
