Authorities halted work on the sprawling development over environmental concerns at MNC Lido City.
Indonesian Environment Minister Hanif Faisol Nurofiq ordered work to stop after a field inspection.
It discovered multiple violations, the ministry said.
It has caused sedimentation in Lido Lake which has shrunk in size by about half.
