DPR Criticizes Jokowi on KPK Law | Commission III Response

Member of Commission III DPR RIAbdullah, did not agree with the statement by the 7th President of the Republic of Indonesia Joko Widodo (Jokowi) who stated that the latest version of the Corruption Eradication Commission Law was the result of an initiative by the DPR. This legislator, nicknamed Gus Abduh, mentioned that when the law was revised, the government was under leadership Jokowi send a team to the DPR for discussion.

“The statement by the 7th President Joko Widodo, which essentially felt that he had no role in ratifying the 2019 Corruption Eradication Commission Law or Law Number 19 of 2019 concerning the Corruption Eradication Commission, was incorrect,” Abdullah told reporters, Sunday (15/2/2026).

The PKB legislator touched on the enactment of the law which was recognized by Acting Minister of Law and Human Rights Tjahjo Kumolo. Abduh said Jokowi also sent a team from the government during discussions at the DPR.

“Even though he didn’t sign it at that time, he sent a government team to discuss and ratify the latest KPK Law replacing the old Law with the DPR,” said Abdullah.

“The law was then promulgated by Acting Minister of Law and Human Rights Tjahjo Kumolo, of course with the permission of the President at that time,” he added.

Even though the Revision of the Corruption Eradication Committee Law Number 19 of 2019 was not signed by Jokowi, according to the regulations, Abduh said it was still valid and in effect. Abduh touched on the provisions of the 1945 Law, which states that the law remains in effect 30 days after it is passed with or without the President’s signature.

“This is in accordance with Article 20 paragraph (2) of the 1945 Constitution which reads
“Every draft law is discussed by the House of Representatives and the President to obtain joint approval,” said Abduh.

“Then, regarding his not signing the latest Corruption Eradication Committee Law, this has no effect because based on Article 30 paragraph (5) of the 1945 Constitution, the Law remains in effect 30 days after it is passed with or without the President’s signature,” he added.

Jokowi’s statement

Previously, Jokowi agreed to former KPK Chairman Abraham Samad’s proposal that the KPK Law be returned to the old version. Jokowi mentioned that this version of the Corruption Eradication Commission Law was the result of an initiative by the DPR.

“Yes, I agree, it’s good (the KPK Law returning to the old version), because previously (the revision of the KPK Law) was the DPR’s initiative, you know. Don’t be mistaken, it was the DPR’s initiative,” said Jokowi, as reported detikJatengFriday (13/2).

Jokowi admitted that the Corruption Eradication Committee Law was revised when he was president at the initiative of the DPR. However, he emphasized that he would not sign the revised law.

“Yes, it did (revise the Corruption Eradication Committee Law). At that time it was revised at the DPR’s initiative, but I didn’t sign it,” he said.
