NuScale Power, LLC (NuScale) and Romania’s RoPower Nuclear SA (RoPower), equally owned by SN Nuclearelectrica SA and Nova Power & Gas SA, today announced that on December 28, 2022, a front-end engineering contract was signed and Design (FEED) work signed by both parties. This marks a significant step towards the construction of a NuScale VOYGR™ Small Modular Reactor (SMR) power plant in Romania.

Phase 1 of the FEED work, awarded to NuScale, will establish the key site requirements and specific specifications for a VOYGR-6 SMR power plant to be constructed at the Doicesti power plant site in Romania. The eight-month project includes subcontracting the environmental impact assessment and soil geological survey, evaluating the site and site-specific requirements for NuScale’s standard power plant design, and developing a project-specific cost estimate.

President Biden announced the start of this work as part of his Partnership for Global Infrastructure and Investment in June 2022, and it represents a landmark step in the NuScale-Nuclearelectrica collaboration aimed at delivering the first nuclear reactors in Europe to achieve regional energy security and decarbonization goals.

“NuScale, in collaboration with Nuclearelectrica/RoPower, has commenced phase 1 front-end engineering and design. Romania is on track to become the first country in Europe to enjoy safe, reliable, and zero-carbon small modular reactor technology,” said John Hopkins, President and Chief Executive Officer of NuScale. “We are excited to embark on this next phase of our partnership with Nuclearelectrica and RoPower as we focus on the practical next steps toward deploying a NuScale VOYGR-6 SMR power plant in Romania.”

“We are proud to extend the partnership with NuScale and begin in-depth analysis and project planning at the Doicesti site,” said Cosmin Ghita, CEO of Nuclearelectrica. “The signing of the contract for the FEED works is the result of almost four years of collaboration, research and analysis to ensure that we choose the safest and most efficient technology as well as a suitable location. The completion of the contract also makes it clear that the partners share the same values and commitment to create a greener and more sustainable future for generations to come.”

The start of this phase 1 follows that signed in June letter of intent between NuScale and Nuclearelectrica to begin conducting engineering studies, technical reviews, and licensing and permitting activities for the project.

Über Nuclearelectrica

Nuclearelectrica is Romania’s nuclear energy producer. The company owns the Cernavoda nuclear power plant, which operates the two CANDU core units, among the most powerful in the world, with an installed capacity of 700 MW each, and the Pitesti fuel plant, where the fuel bundles are manufactured. The company is striving for an integrated fuel cycle. To support Romania’s energy security and decarbonization goals, Nuclearelectrica’s civil nuclear development plan envisages the overhaul of Unit 1, the construction of two more CANDU units and the deployment of the first SMR in Europe.

Nuclearelectrica occupies an important role at national level as the company accounts for over 18% of nuclear energy in terms of total energy production and 33% of total zero-carbon energy production in Romania. The development of these strategic projects will double Nuclearelectrica’s share in clean energy production in Romania to 66%.
