President Ferdinand Marcos Jr. expressed his enthusiasm for the immediate implementation of the Reciprocal Access Agreement (RAA) between the Philippines and Japan.

Philippine Senate ratified the agreement on December 16th, marking a significant step towards strengthening the defense and security of both nations.

What is the RAA?

The RAA, signed in July 2024, streamlines procedures and sets guidelines for Philippine and Japanese forces to conduct training exercises and visits in each other’s territories.

This pact aims to enhance interoperability between the Armed Forces of the Philippines and the Japan Self-Defense Forces, facilitating more extensive military cooperation and boosting their collective defense capabilities.

Significance of the RAA

The RAA is Japan’s first defense pact with an Asian nation, demonstrating its commitment to strengthening regional security. Tokyo has also forged similar agreements with Australia in 2022 and Britain in 2023.

This agreement comes amidst rising tensions between Manila and Beijing in the South China Sea. It will take effect after ratification by both countries’ legislative bodies.

President Marcos emphasized the strong partnership with Japan, stating that it reinforces the Philippines’ position in addressing regional security challenges.

Japan and the Philippines: Strong Partners in Security

President Marcos highlighted the crucial role of close defense cooperation – particularly in sharing resources, interoperability, and conducting joint exercises – in strengthening both nations’ standing in the disputed South China Sea.

Japan also faces maritime disputes with China, making this collaboration even more significant.

Japanese National Security Adviser Akiba Takeo relayed a message from Prime Minister Ishiba Shigeru, expressing his delight over the progress in bilateral cooperation between Japan and the Philippines.

He underscored the shared values of the rule of law and the importance of strengthening cooperation in maritime security, economic security, and enhancing connectivity to ensure peace and stability in the Indo-Pacific region.
