Vietnam Seeks New Defense Partners as US and China Vie for Influence
Vietnam’s search for greater military independence is putting it at the heart of a growing geopolitical tug-of-war between the US and China. The country’s ongoing efforts to diversify its arms manufacturing and reduce reliance on Russia are becoming increasingly prominent, especially in the context of escalating tensions in the South China Sea.
Increased Domestic Production Amidst Rising Tensions
The recent international arms expo in Hanoi highlighted Vietnam’s determination to bolster its own defense capabilities. Prime Minister Pham Minh Chinh described the event as a "message of peace, cooperation, and development," emphasizing the nation’s commitment to regional stability. The exhibition showcased domestically-made military equipment alongside offerings from global players like Boeing and Textron Aviation (representing the US), Norinco and Gaodu International Trade (China), and Israeli firms Rafael Advanced Defense Systems and Israel Aerospace Industries. This diverse showcase reflects Vietnam’s strategic goal of balancing its security needs with its desire to avoid alignment with any single power bloc.
Shifting From Russia
Historically, Russia has been Vietnam’s largest arms supplier, supplying roughly 60% of its military purchases in 2022, according to data from the Stockholm International Peace Research Institute. However, the war in Ukraine has accelerated Vietnam’s drive to diversify its arms imports and increase domestic production.
The US is actively positioning itself as a key partner in this endeavor, with Ambassador Marc Knapper stating, “Our goal is to ensure that Vietnam has what it needs to defend its interests at sea, in the air, on the ground, and in cyberspace."
The South China Sea: A Catalyst for Change
Driving Vietnam’s push for greater military strength is the volatile situation in the South China Sea. This vital trade route is claimed in part by multiple countries, including China, Vietnam, and the Philippines, leading to frequent clashes and heightened tensions.
