In a bid to protect students from the adverse effects of severe air pollution, the Delhi Directorate of Education (DoE) has directed all schools to adopt hybrid learning models for students up to Class 9 and Class 11. This decision comes as the city invokes Stage Four of the Graded Response Action Plan amid a significant drop in air quality.
Calm winds, low temperatures, and thick fog have exacerbated pollution in the region, causing the Air Quality Index (AQI) to rise dramatically from 275 on Tuesday to 396 at 6 PM on Wednesday.
Hybrid Learning for All Schools
The order applies to all government and private schools across various boards. The directive from the DoE states: “All Heads of Schools of Govt., Govt. Aided, Unaided Recognized Private Schools of DOE, NDMC, MCD, and Delhi Cantonment Board are directed to conduct classes in schools for children up to Class IX & XI in a ‘Hybrid Mode’ i.e., both in physical and online mode.”
Understanding the AQI and GRAP Stages
The AQI is categorized into four stages under the Graded Response Action Plan (GRAP) regulations:
- Stage 1 (Poor, AQI 201-300)
- Stage 2 (Very Poor, AQI 301-400)
- Stage 3 (Severe, AQI 401-450)
- Stage 4 (Severe Plus, AQI above 450)
At Stage 4, additional restrictions are imposed, including a ban on all construction activities and the prohibition of non-essential polluting trucks from entering Delhi.
Previous Online Shifts in Delhi-NCR
Last November, schools in the Delhi-NCR region were mandated to conduct classes entirely online due to high pollution levels. However, the Commission for Air Quality Management (CAQM) later made it mandatory for schools to offer a‘hybrid mode’as a more practical solution.

The air quality in Delhi continued to deteriorate, with several regions recording AQIs above 400, placing the city in the ‘severe’ category. The capital is also facing dense fog and intermittent light rain throughout the week.
The Indian Meteorological Department (IMD) issued a yellow alert for all regions in Delhi, predicting overcast skies, light rain, smog, and early morning fog until Sunday.
