Paul Greatbanks (60) was jailed for a minimum of 16 years in 2013 for the murder of 49-year-old Paddy Harkin, who was beaten to death with a hammer at his Derry flat.
Another man, Paul Mythen, was left permanently disabled and brain damaged in the same incident.
Greatbanks, who was originally from Kent, was also sentenced to 15 years in prison and a further five on licence for the attempted murder of Mr Mythen, with both of the sentences running concurrently.
