The Ukrainian agricultural land market witnessed a notable downturn in March 2025,with the average price per hectare falling to 52,582 UAH. This represents a decrease of over 5,000 UAH compared to February, signaling potential shifts in investor sentiment and market dynamics.

According to data from Opendatabot, regional land values exhibit considerable variation, ranging from 11,254 UAH to 92,724 UAH per hectare. This disparity highlights the influence of geographical location, soil quality, and regional economic factors on land valuation. The moast expensive land, located in the Kyiv region, commands a price more than eight times higher than that in the Donetsk region.

Regional Price Disparities: A Closer Look

The Kyiv region leads the nation with the highest average land price, standing at 92,724 UAH per hectare. Other regions with relatively high land values include:

  • Ternopil: 72,110 UAH
  • Lviv: 69,844 UAH
  • Vinnytsia: 69,267 UAH

In contrast, the Donetsk region reports the lowest average land price, at 11,254 UAH per hectare. This significant difference underscores the impact of regional economic conditions and proximity to conflict zones on land values.

In March 2025, only 11,233 hectares were sold, a significant drop from the 27,247 hectares sold the previous month. This reduction in market activity suggests increased caution among buyers and sellers, possibly driven by economic uncertainty and ongoing geopolitical tensions.

Despite the current market challenges, experts like Grigory Ovcharenko from ICU group in Ukraine, maintain a cautiously optimistic outlook. Ovcharenko suggests prioritizing risk minimization and liquidity during times of war. He views agricultural land as a potentially promising asset, emphasizing that the number of transactions, liquidity and technology gradually allow you to invest in this direction without the risk of loss of control over this land.

Background: Land Market Liberalization in Ukraine

Ukraine lifted its moratorium on agricultural land sales on July 1, 2021, initiating a gradual liberalization of the land market. According to the Ministry of Agrarian Policy, between July 1, 2021, and December 31, 2024, approximately 604,000 hectares were sold across 198,337 plots. This represents only 3.4% of the total land area previously subject to the moratorium.The initial phase of the land reform allowed only individual citizens to purchase agricultural land, with restrictions on the maximum amount of land owned.
