Parking Woes: A Comprehensive Overhaul Proposed
Sofia faces persistent parking challenges, prompting Mayor Vassel Terziev to propose significant changes. These include the introduction of a paid parking zone in the downtown core during nighttime hours and the establishment of new designated parking areas specifically for taxis. Moreover, Terziev suggests an increase in parking fees, which have remained stagnant for several years despite inflation and rising incomes.
The mayor emphasized that any adjustments to parking regulations and fees require approval from the Sofia City Council before implementation. He stressed that a holistic approach is needed to address the city’s parking issues, encompassing zoning regulations, parking infrastructure, and improvements to public transportation.
The solution to parking problems is comprehensive. It covers zoning, parking, urban transport, etc.

addressing Fee Discrepancies
The current blue and green zone parking fees have not been adjusted to reflect the economic realities of recent years. With inflation rates climbing and average incomes on the rise, the existing tariffs no longer align with the city’s economic landscape. An adjustment to these fees could potentially alleviate some of the financial burden on the municipality and contribute to improved parking management.
Metro Expansion: Prioritizing Key Routes
Plans for expanding Sofia’s metro system are underway, with the most immediate focus on adding stations along Tsaritsa Joanna Boulevard. Mayor Terziev indicated that a contractor for this project could be selected within the year. However, proposals to extend the metro to Student City and the Simeonov lift station are considered to be further off in the future.
Skyscraper Debate: Balancing Development and Urban Planning
the potential construction of a new skyscraper near Paradise Mall has sparked debate, with Mayor Terziev expressing reservations about its location. While acknowledging the aesthetic appeal of tall buildings, he emphasized the importance of strategic placement within the city. The fate of the skyscraper project remains uncertain, with Terziev estimating a 50/50 chance of it proceeding, noting that it is currently only a conceptual project.
Urban planning experts emphasize the need for careful consideration of the impact of skyscrapers on surrounding infrastructure, traffic flow, and the overall cityscape. Balancing economic development with responsible urban planning is crucial for ensuring the long-term sustainability and livability of Sofia.
Kindergarten Crisis: Addressing the Growing Demand for Early Childhood Education
Sofia is grappling with a shortage of kindergarten places, with the number of children increasing by approximately 1,000 each year. Mayor Terziev announced the opening of 591 vacancies in the second round of kindergarten admissions. However, he cautioned that even with these additional places, the city will still face a significant shortfall in the coming years, potentially reaching 10,000 unfulfilled requests.
The municipality has developed a program to address this issue, requiring considerable investment estimated at half a billion levs, along with funding from the Recovery and Sustainability Plan. Terziev expressed optimism that the problem could be resolved within 3-4 years with intensified efforts.
Securing Resources and Partnerships
The municipality is actively seeking to acquire municipal and state-owned land for the construction of new kindergartens and nurseries. They are also collaborating with private investors to accelerate the development of these facilities. Furthermore, Mayor Terziev assured that the municipality is committed to utilizing funds from the Recovery and Sustainability Plan effectively to build three new schools and eight kindergartens by 2026.
Beyond infrastructure, the city also faces a shortage of qualified educators and medical staff for kindergartens, highlighting the need for comprehensive solutions that address both capacity and staffing challenges.
