Representative Page Works Hard for Health Care | News

MONTPELIER – Representative Woodman Page, a Republican from Newport representing the Orleans-2 district, serves on the House Committee on Health Care. He requested this assignment due to the healthcare crisis and the importance of supporting small hospitals like North Country Hospital. 

“We have issues with healthcare, and that’s why I asked to be on the Health Care Committee,” said Page.

Page’s Committee has sponsored H.482, which is an act relating to the Green Mountain Care Board’s authority to adjust a hospital’s reimbursement rates, and to appoint a hospital observer. H.482 is currently in the Senate Committee on Health and Welfare. 

This bill seeks to grant the Green Mountain Care Board the authority to lower a health insurance company’s reimbursement rates to one or more hospitals if the company is facing the imminent inability to repay its debts. 

The proposed bill would authorize the Board to adjust a hospital’s budget for the upcoming fiscal year to address any budget overages from the previous fiscal year. Furthermore, it would permit the Board to designate an independent observer to monitor a hospital’s operations if the Board determines that the hospital has made a significant misrepresentation or is non-compliant with its budget. The appointment of an independent observer would be considered in the public interest by the Board.

There has been testimony for many other health care bills that have been referred to Page’s committee. For example, the Committee on Healthcare read and took action on H.80. Page was among the representatives that introduced the bill regarding health, health insurance, the Office of the Health Care Advocate, and certificates of need. 

This bill will revise the responsibilities and functions of the Office of the Health Care Advocate concerning health care regulatory activities, information accessibility, and assistance provided to residents of Vermont. It aims to ensure transparency and consumer advocacy in the health insurance rate review process. In addition, it empowers the Office of the Health Care Advocate to scrutinize rate filings, ask relevant questions, and receive information to better represent the interests of health insurance consumers in Vermont. 

The Office of the Health Care Advocate is established as an independent voice for Vermonters that is dedicated to promoting access to high quality, affordable healthcare for all. On April 23, 2025, Governor Phil Scott signed this bill, which will take effect on July 1, 2025. 

Also sponsored by Page is H.71, which is an act relating to healthcare entity transaction oversight and clinical decision-making. This act has only been read for the first time and was referred to the Committee on Health Care. 

H.71 seeks to regulate healthcare transactions, prevent corporate influence on medical decisions, and improve transparency in healthcare ownership, aiming to protect patients and ensure quality care. 

At the start of the session, Page said that it is important to bring everyone, including the new legislators, up to the same level before work can get done. Now, over half-way through the session, progress is being made with slow but steady progression.
