Over the past three years, the FFBB has progressively tightened its regulations, culminating in a ban on headgear during competitions. This stance is further reinforced by a bill adopted by the Senate in February, which seeks to prohibit the wearing of overtly political or religious symbols during sports events, citing “respect for the principle of secularism in sport.” The bill is slated for discussion in the National Assembly, with Prime Minister’s confirmation in April. President Emmanuel Macron also voiced his opposition to wearing the veil in sports competitions during a TF1 interview on May 13.

This position contrasts sharply with that of the International Basketball Federation (FIBA), which permits headgear. The FFBB’s regulations, particularly Article 9.3 added in late 2022, explicitly prohibit “wearing equipment with religious or political connotation” during 5×5 and 3×3 competitions for players, coaches, referees, and officials. Referees are instructed to exclude individuals violating this rule from participating in the meeting.

Disciplinary Action and Allegations of discrimination

Verhoeven’s adherence to wearing the veil has led to direct consequences. In November 2023, she faced disciplinary action for attempting to conceal her head covering under a hood before a match she was scheduled to coach. She was summoned to a disciplinary commitee and afterward suspended for three months following accusations of “virulently insulting remarks” directed at the referee who sanctioned her, according to the committee’s report.

Verhoeven maintains that covering her hair with a hood respected secularism and did not impart any specific connotation. However, the commission did not consider her actions a violation of Article 9.3 as she was not coaching and was seated in the gallery.

Navigating Restrictions: Coaching from the Sidelines

Faced with these restrictions, Verhoeven has had to devise creative strategies to continue coaching her team. During matches, she positions herself in the stands, relying on her strong voice to deliver instructions. Additionally, she has trained two assistant coaches who participate in her training sessions and assume the role of head coach during matches. Amayace, who became Verhoeven’s assistant in 2024, expresses frustration over the limitations imposed on her coaching role. Broader Concerns: freedom of Conscience and Opportunities

Organizations like Amnesty International France and the Basket collective for all have voiced concerns about the potential consequences of the Senate bill. In a joint statement, thay warned that extending the ban on headgear woudl be “discriminatory,” infringe upon “freedom of conscience,” and disproportionately impact women. They argue that such a law coudl discourage women from participating in sports, humiliate those forced to remove their veils, and undermine the sustainability of clubs that rely on the involvement of veiled women.

This extends the “discriminatory” ban on the headgear to all sports federations and has “a serious damage to freedom of conscience”.

These groups fear that the legislation would restrict opportunities for French talents to flourish, as exemplified by Verhoeven’s experience.

Allegations of Censorship and Unfair Treatment

Verhoeven recounts instances of alleged censorship and discriminatory treatment following her disciplinary hearing. She claims that a committee manager instructed her to move away from the players during a match in mid-may 2024 and threatened to have her removed from the gymnasium when she refused. Amayace corroborated this account, stating that the manager jostled Verhoeven, forced her to sit down, and interrupted the meeting.As of now, the manager has not responded to requests for comment.

Verhoeven also alleges that her team was prevented from celebrating a victory on the field becuase she was present with her veil. We were trying to censor me all the time, I was told things that we never say to people, especially at the amateur level. Rules that did not exist suddenly.I was told: “Listen, madam, we have to see your hair”. she recalls.

FFBB’s Response: applying Regulations, Not Stigmatizing

The FFBB states that it cannot assess Verhoeven’s specific case without a formal complaint.However, the federation maintains that its actions reflect “more a desire to apply regulations put in place by the authorities than to stigmatize people.”

unwavering Determination: A Coach’s Ambition

Despite the challenges, Verhoeven remains committed to coaching. She expresses disappointment that the regulations have limited her career aspirations. What is a shame is that I will stay confined to the amateur level as I cannot go further. Basically, I was aiming above. An ambition stopped clear. she laments.
