María Jesús Montero Proposes Andalusian Language Law and Sweeping Reforms
María Jesús Montero, the general secretary of the Andalusian PSOE and first vice president of the Spanish Government, has announced a series of proposed reforms should she become President of the Junta de Andalucía. These include the implementation of an Andalusian Language Law, changes to the region’s university system, and improvements to public transportation. The announcements were made during a campaign event in Jaén on Saturday, February 21, 2026.
Proposed Andalusian Language Law
A key component of Montero’s platform is the creation of a law dedicated to preserving and promoting the unique dialects and expressions of Andalusia. She stated the law aims to “promote, investigate and convey the value of what Andalusians have always been: expressing ourselves with pride, without complexes, being able to defend our origins.” This initiative seeks to combat stereotypes and celebrate the region’s cultural identity. Montero emphasized that being Andalusian means defending the autonomy of Andalusia.
Changes to University Funding and the LUPA
Montero has pledged to repeal the recently approved University Law for Andalusia (LUPA). She argues that the current law does not adequately support public universities and intends to redirect resources to the public system. She also criticized the cost of private vocational training (FP) programs, stating that families are being forced to mortgage their homes to afford the approximately 10,000 euro tuition fees. Montero has promised to create more places in public FP programs to address this issue.
Infrastructure and Transportation Improvements
Montero also outlined plans to improve transportation infrastructure in Andalusia. This includes advocating for the transfer of the Cercanías (commuter rail) network to regional control, similar to arrangements in other parts of Spain.
Criticism of Current Government and Debt Relief
Montero criticized the current PP-led government for what she perceives as a lack of progress on self-governance and for rejecting offers of debt relief from the central government. She highlighted a potential debt reduction of 19,000 million euros and an additional 5.7 billion euros in annual funding. She stated that, as president, she would sign the agreement to secure these funds for healthcare, education, and social services.
Addressing Healthcare Concerns
Montero also addressed concerns about the state of healthcare in Andalusia, citing a “health collapse” and failures in screening programs, specifically mentioning the breast cancer screening crisis. She announced a boost to the Jaén Health City project, which she claims has been neglected by the current administration.
The announcements represent a comprehensive platform focused on regional identity, public services, and economic relief for Andalusia.
