Russian Embassy in Seoul Defies Request to Remove Pro-War Banner
SEOUL – The Russian Embassy in Seoul continues to display a large banner promoting Russia’s position on its war in Ukraine, despite a request from the South Korean Foreign Ministry for its removal. The banner, featuring the Russian flag and the slogan “Victory will be ours” in Russian, appeared on February 21st, ahead of the fourth anniversary of Russia’s invasion of Ukraine.
Banner Sparks Diplomatic Tensions
The slogan, historically used by the Soviet Union during World War II, has been revived in Russia as a symbolic expression supporting its ongoing military actions in Ukraine. Seoul officials have expressed concerns that the banner’s display violates the UN Charter and constitutes an unacceptable public endorsement of what South Korea views as an illegal war.
The South Korean Foreign Ministry has warned that the banner could provoke public sentiment and negatively impact bilateral relations, particularly given the presence of a Ukrainian embassy in Seoul. European diplomats stationed in the city have also reportedly voiced their concerns to the ministry. The Korea Herald reports that diplomatic representatives have expressed concern over the banner’s display.
Russia Defies Removal Request
Despite the request, the Russian Embassy has reportedly not responded and has not taken steps to remove the banner. The Chosun Ilbo notes that Russia’s embassy in Tokyo has not displayed similar banners related to the war.
Ambassador’s Previous Comments
This incident follows recent comments by Russian Ambassador to South Korea, Georgy Zinoviev, praising North Korea’s support for Russia in the conflict. On February 11th, Ambassador Zinoviev stated that Russia “does not forget how North Korean troops contributed to liberating southern parts of the Kursk region from Ukrainian forces and Western mercenaries,” adding that Russia “will not forget the greatness of North Korean soldiers.” Yahoo News details these statements, which Seoul officials have deemed “clearly excessive.”
Planned Pro-War Event
The Russian Embassy has also reportedly notified Seoul police of plans to hold a public event on February 25th to commemorate the anniversary of the invasion. This would be the second such event organized by the embassy, as no public gatherings were held during the first and second anniversaries of the invasion. The Korea JoongAng Daily provides further details on this planned event.
South Korea’s Stance
The South Korean Foreign Ministry has emphasized that Russia’s actions are unacceptable, stating that Russia, “which has violated the UN Charter, cannot be tolerated for publicly expressing its stance on an illegal war on the walls of its embassy.”
